Policy Recommendations, Planning, and Strategy

In its 40 years of activity, the Jerusalem Institute for Policy Research has developed a wealth of experience in planning, strategy, and writing policy papers. The Institute takes pride in its reputation as a reliable body with professional and research integrity, which serves as an address for and a reliable source of information for policymakers at the municipal and political levels, while showing an ability to influence decision making processes and affect the agenda on various issues.

Research-based policy recommendations constitute the core activity of the Institute. Producing recommendations involves combining various research methodologies: the research teams have vast experience in writing and editing materials, in conducting field work and in-depth interviews, conducting focus groups, writing questionnaires, and analyzing data. In addition to using the data gathered by the Institute, its researchers also utilize existing databases found at governmental authorities, in academia, and at companies that provide public services, in order to analyze further data and achieve new insights.

Throughout the years, the Institute has coordinated numerous multi-disciplinary teams working on social, urban, environmental, and economic issues and leading to policy changes and rational policy making. Examples include: the Jerusalem Database Project, the 2030 Sustainability Project, the Mapping East Jerusalem Neighborhoods Project, the Dead Sea Basin Project, the Israeli-Palestinian Peace Process, and the Urban Sustainability Project. The Institute also took part in the Jerusalem District Masterplan (TMM 1/30), and reviewed the urban plan for the government complex and encouraged its execution in the framework of the Government City Project.  

Work in this field involves in-depth studies, participation in preparing masterplans, and strategic papers, all of which are usually ordered by external bodies in the government or philanthropic foundations and which match the Institute’s values, and brief policy papers on the basis of existing knowledge in the Institute, as a response to the need of policymakers on short notice regarding relevant issues brought up by the media and in the public discourse. The Institute’s researchers also consult, accompany, and participate in conferences and forums in their areas of expertise.

Evaluation Research

The research unit of the Jerusalem Institute for Policy Research guides a variety of social projects and government and municipal initiatives through strategic learning processes in a manner that helps the project leaders to evaluate the success of their activities and improve their implementation.

For over 40 years, the Jerusalem Institute for Policy Research has been guiding governmental, municipal, and third-sector bodies through the development of research instruments and methodologies and the evaluation of wide-ranging projects. The unit’s researchers are deeply familiar with policy and civil organization work as well as work with diverse populations. By using a variety of research and evaluation instruments, the unit’s researchers help the project partners understand the effects of the processes they are engaged in, assist in improving their management, and facilitate informed organizational learning and decision making.

We recommend accompanying every social investment with an evaluation research, beginning from the early stages of planning throughout all phases of implementation, in order to conduct a “formative evaluation” that enables locating points of weakness and strength and improving the focus of the activity’s goals throughout its existence. Evaluation research can also be focused and short-term and include formulating questionnaires, a focused analysis of data, or mapping an activity’s spheres of intervention and influence.

Data Analysis and Data Services

The foundation of policy is relevant, reliable, and up-to-date statistical data. These days, nearly anyone can enjoy broad access to statistical data distributed by various entities such as the Central Bureau of Statistics, the National Insurance Institute, local municipalities, and others. In addition, information can be gathered today with relevantly simple means from new sources such as social networks. In this era, the Jerusalem Institute enjoys a competitive advantage as it not only provides data but also analyzes it and provides insights. The Institute is an authority on checking the reliability of data and analyzing them, while also providing a professional seal of approval for the analysis. 

The data and information produced are the foundation and mainstay of the rest of the Institute’s activities. At the same time, our researchers consciously aim to make this information available to the public. This has been done, for example, by providing accessibility to and discussion of data during national elections, local elections, on Jerusalem Day, and as a routine activity on the Institute’s Facebook page.

The professional team leading the Institute’s data endeavors is the team responsible for the Jerusalem Databases. The team has extensive experience in working with government ministries and local governments, the Jerusalem Municipality being the foremost of them, as the Institute has been working with it since its foundation. Additional authorities and bodies that have used the services of our researchers throughout the years include the Ministry of Interior, the Israel Police, the Jerusalem Transportation Masterplan Team, the Tel Aviv Municipality, the Beer Sheba Municipality, as well as local bodies such as the community centers in Jerusalem.

Training and Forums

Throughout its existence, the Jerusalem Institute has trained thousands of people. Participants have included decision makers, policymakers, and high-ranking government officials, Knesset members, local government representatives, security force representatives, politicians from the entire political spectrum, journalists, civil servants, urban planners, representatives of philanthropic foundations, and more.   

The Institute offers organizations, professional, and public figures a variety of professional training and enrichment activities. The activities are tailored to the requests of the commissioning body and its professional world and include lectures, topical panels, and/or tours. Generally, the Institute and its researchers sustain a variety of training activities, knowledge transfer, and capability building, which include an annual and semi-annual fellowship program, academic courses, professional workshops, briefings on current affairs, tours in Jerusalem and Israel, guest lectures, and conferences and events for the public conducted by the Institute.

International Research

The Jerusalem Institute for Policy Research is the lead researcher in international projects with numerous participants such as businesses, governmental ministries, research institutes, and universities.

Thus, in the framework of EU plans such as the SP7, Horizon 2020, and others, the Institute is leading the process of shaping and consolidating European and international policy. The Institute has expertise in policy research and in shaping influential policy that encourages responsible management of resources and commitment to the environment. Policy formation processes rely on comprehensive, in-depth researches that include case studies in various countries, participation of decision makers and stakeholders from industry and governments with the aim of forming a consistent policy with predetermined outcomes. The Institute’s researches serve the most senior policy makers and change the face of the world economy.


The Institute is currently leading the R2Pi Project, which deals with the shift from an economy based on linear production, consumption, and waste to a circular model of consumption and production. In this context, the Institute conducted a comprehensive study of Israel’s water economy as a model of a circular economy that can be implemented by various countries in Europe. At the conclusion of this three-year project, recommendations based on the examination of the business models of six different sectors: construction, electronics, water, food, textile, and plastics will be submitted to European Union policy makers.

Renting the Convention Hall and Conference Room: The Teddy Kolek Auditorium

The Convention Hall and Conference Room of the Jerusalem Institute for Policy Research can be rented for institutional and private events such as conventions conferences, and meetings.

The auditorium is on the ground floor of the Institute and has a seminar room with a table that seats 22 people and a convention hall with over 100 seats. The entrance to the building has a flower garden and a yard that appeals to outdoor dining.

The auditorium, named after the mythological mayor of Jerusalem, was inaugurated in 1999. Since then it has hosted hundreds of conferences on hundreds of topics. It has served the Institute for its own events as well as meetings, seminars, and conferences.

The auditorium, like the conference room, is equipped with the latest electronic devices, including a public address system, a projector, and a screen. The entire place is accessible to the disabled (please coordinate ahead of time).
