    Summary of Panel Discussion: Writing a Policy Paper
    A panel discussion held on October 10, marked the publication of: Writing a Policy Paper

    Speakers:

    Chair: Prof. Yaacov Bar-Siman-Tov, Head of the Jerusalem Institute; The Hebrew University of Jerusalem: Discussed the difference between academic research, that is conducted for academic purposes and does not necessarily need to be implemented practically, and policy research that is geared towards practical problem solving. Prof. Bar-Siman-Tov also discussed the differences between a research initiated by the researcher, and a research that was summoned by an external party.

    Prof. Yagil Levy, Department of Sociology, Political Science and Communication, The Open University: Presented the Publication: Writing a Policy Paper, defined the term “policy paper” and differentiated between the latter and an opinion paper or a policy research.  According to Prof. Levy, a policy paper presents a practical public obstacle, discusses several possible solutions and advises regarding the preferred solution.
     
    Dr. Kobi Michael, Deputy Director General of the Ministry of Strategic Affairs:  Discussed the work environment of the ministers and mentioned the influence of bureaucracy and the tension that arises in the internal and external environment of the ministers. He also presented several barriers that limit the actions of decision makers.
     
    Ofer Pines, former Minister of Internal Affairs; Head of the Program on Local Governance , the Interdisciplinary Center (IDC) Herzliya: Discussed the weakening of the executive power in Israel and the difficulty of cooperation between academics and politicians.
     
    Roy Folkman, Head of the Division for Strategic Planning and policy advisor to the mayor at the Municipality of Jerusalem: Presented the difficulty faced by the expert who strives to be both influential and professional. He stressed the importance of trying to understand the client’s needs as much as possible when writing a policy paper.
